About the position:

The CKM team is seeking a motivated individual that is capable of self-starting and multi-tasking as each day will demand different skills. For example, the candidate may develop a technical trade study to support operational decisions, further those decisions to formulate sustainable operational rules, and support the outcome through metrics in one week; wherein the following week, the candidate may develop a software prototype using Python that characterizes and models massive data sets from several Hadoop cloud instances to identify adversary tactics, techniques or procedures and matures the prototype to become a rules engine or automated analytic that furthers our core cyber mission: detect, inform, and counter cyber adversaries at net speed. These tasks cover systems engineering and data science disciplines that require the candidate to apply critical thinking and mission-centric logic while making use of many software tools and resources, to name a few: Python, Java Script, C++, Snort, Yara, Jupyter Notebooks, mapreduce, bash, virtual machines, ELK, and PIG. This could include writing scripts to interface with enterprise systems, extract and parse various enterprise data formats, updating large databases with new cyber threats, and training fellow net defenders on emerging technologies, analytic tools, or tradecraft workflows. 

Requirements:

  • Twenty (20) years’ experience in programs and contracts of similar scope, type, and complexity is required (experience in programs and contracts of similar scope, type, and complexity within the Federal Government is preferred).
  • Bachelor’s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required. Five (5) years of additional SE experience may be substituted for a bachelor’s degree.
  • 2+ years experience in the SIGINT mission
  • 2+ years experience in the network defensive mission
  • Clearance:  Applicants must be U.S. Citizens possessing an active TS/SCI security clearance with a Full Scope Polygraph.

Desired:

  • Understanding of fundamental cyber security, cyber operational awareness, and computer network defense practices are helpful.
  • Experience with open source and enterprise data science, collection, database, and dissemination systems like Jupyter Notebooks, Kibana, and Python.
  • Experience writing requirements and coordinating/negotiating the design and implementation of those requirements with all stakeholders.
  • Experience with the collaboration of multiple organizations across the agency, including working with various products within CSO and the Capabilities Directorate.
  • Ability to work in fast-paced environment as self-starter
  • Working knowledge of data modeling/tagging, target/entity management and Cyber taxonomies
  • Working knowledge of information security and architecture. (e.g., PKI, auditing).
  • Familiarity with Service Oriented Architectures (e.g. REST).
  • Working knowledge of near real-time messaging and data distribution/messaging architectures (e.g., JMS)
  • Experience supporting an operational environment to include management of customer and mission needs and balancing those needs with software deployments
  • Working knowledge of Cyber activities to include networks and the associated technologies including routers, firewalls and cross-domain solutions
  • Excellent verbal and written communication skills, with experience giving briefings
  • Working knowledge of the major data repositories
  • Working knowledge of the various CSO and Capabilities systems
  • Familiarity with the various dataflows related to the CSO systems
  • Experience with and understanding of the enterprise cloud convergence effort
  • Understanding of cloud technologies and the applications associated with the cloud
